· To implement the instrument repair and maintenance schedule in order to support the

Pengosongan paksa rumah dinas TNI. Benarkah kita sudah merdeka?


Bertahun-tahun mengabdi pada negara, kini apa yang didapat oleh para purnawirawan? Di usir paksa dari rumah dinas! Tragis, mereka berjuang melawan penjajah untuk merebut tanah air kepangkuan Ibu Pertiwi. Tidakah para petinggi TNI merasakan penderitaan para purnawirawan. Apakah mereka tidak takut karma yang akan menimpanya. Bukankah setiap warga Negara berhak mendapatkan tempat tinggal? Jika jawabannya tidak, apa bedanya dengan masa penjajahan dulu?

Kenapa hanya di komplek TNI saja yang terjadi pengusiran paksa? Akankah instansi lain mengikuti jejak TNI ini?

“Mereka itu bukan para purnawirawan, mereka adalah anak cucunya yang tidak berhak menempati rumah dinas”, kata para petinggi TNI.

Kenapa anak-cucu purnawirawan masih menempati rumah dinas? Karena mereka tidak mempunyai tempat tinggal. Menjadi abdi Negara tidak dibayar dengan gaji yang besar, sehingga wajarlah para purnawirawan/anak-cucunya tidak mampu membeli rumah sendiri. Justru merekalah yang harus diberi imbalan yang sepantasnya karena mereka relatif bersih, terbukti dengan tidak adanya “penghasilan tambahan lainnya” untuk membeli rumah pribadi.

Pernah saya tanya kepada anak seorang purnawirawan, bagaimana pandangan dia dengan masalah pengusiran paksa rumah dinas TNI. Jawabannya mengejutkan saya yaitu mereka tidak berhak menempati rumah dinas itu. Ternyata orang tua teman saya itu mempunyai beberapa rumah pribadi dan tanah yang luas. Tentu berbeda jawabannya jika orang tuanya tidak mempunyai rumah pribadi.

Kisah tragis ini mengingatkan pada profesi abdi negara yang lainnya, yaitu dosen. Orang tua saya menekuni menjadi profesi dosen, semenjak menjadi asisten dosen hingga pensiun. Sampai akhir hayatnya beliau tidak pernah memiliki rumah sendiri. Beliau pernah mencicil rumah secara kredit tetapi dijual lagi karena, tidak sanggup membayar hutang untuk membayar uang muka dan cicilan tiap rumah. Maklum saat itu beliau sudah mempunyai 3 anak yang harus diberi makan dan disekolahkan. Kebijakan rektor membolehkan rumah dinas boleh ditempati sampai jandanya.

Semasa saya SMA, rektor tidak memberi kelonggaran kepada anak-anak dosen untuk menikmati bangku kuliah di kampus tersebut. Semua harus lewat test yang ketat. Beruntung orang tua mendapat sambilan untuk mengajar di perguruan tinggi swasta. Walaupun honor yang didapat tidak seberapa, di perguruan tinggi tersebut mengadakan proyek penerjemahan buku secara besar-besaran. Beliau ikut mengerjakan proyek tersebut sehingga mendapatkan uang tambahan. Waktu itu satu halaman dihargai 5000 rupiah. Hasilnya bisa dipakai untuk membiayai kami kuliah.

Puluhan tahun berlalu, kini di komplek dosen kami banyak pengangguran. Ternyata banyak anak dosen yang tidak melanjutkan kuliah. Orang tua mereka tidak mampu untuk membiayai kuliah di perguruan tinggi swasta. Saat ini orang tua mereka sudah banyak yang pensiun. Orang tua-anak tidak memiliki rumah sendiri.

Kemana para rektor-rektor yang dulu menempati rumah dinas itu? Mereka jauh-jauh hari sudah pindah ke komplek perumahan mewah di kota ini, seolah tidak memperdulikan nasib dosen lainnya. Akankah pengusiran paksa terjadi di komplek dosen juga? Waktulah yang akan menjawab.
